When an owner is upset about a Property Notice they receive, a recommended approach is to explain that the only reason a notice is sent is because the HOA is attempting to keep the community looking its best and maintaining property values in the community.  We recommend asking the owner if they need more time and granting it if reasonable.  If the owner brings up other owners, the HOA must maintain confidentiality on other owners violations, but you can assure them the HOA works hard to maintain consistency across all neighbors and that you appreciate them noting the item.
